There are only two reasons that I can think of that a citizen would submit totally to another. In the arena of faith the person submitting sees the figure in authority as a diety, their God. Politically speaking, the citizen has absolutely no idea what he is being asked to do. Both factors can apply politically and it is difficult to consider the two separately. Example, Germany, 1928-1932, Adolph Hitler did not just walk in and take over. Europe was a mess, still trying to recover from WW1. But because of sanctions of the Versaille Treaty Germany was in worse shape. Herr Hitler appeared to have a plan. He did have a plan, but he revealed only those parts of his plan as it would be expediant to him. People agreed with his ideas, were supportive of his policies and became enamored of him and then came to worship him as the savior of Germany.
