All of the strategies listed in the SICA Guidance Document for Selecting Science-Based and Promising Substance Abuse Prevention Strategies are research-based. That Guidance Document differentiates between science-based and promising strategies. Both sets of strategies are based upon scientific theory and principles that have been implemented, formally evaluated, and found to be effective. The only difference between the two categories is that the evaluation results of science based strategies have been published in a peer-reviewed journal, and the evaluation results of the promising strategies have not. The RFA states that at least 50% of SICA funding must be allocated to the implementation of science-based strategies, and that the remaining funding must be allocated to promising strategies.
