I still have some CPF-OA monies in my CPF Investment Account with agent bank but the balance in my CPF-OA account is below $20,000. Am I able to invest my CPF-OA monies held with the agent bank?

Yes. The $20,000 restriction only applies to monies in your Ordinary Account. You will still able to invest the monies in your CPF Investment Account, provided the monies are not refunded back to your Ordinary Account.
