A. It is very likely the new owner has not transferred the title into his/her name. Contact the Comal County Tax Office, a VTR Regional Office and fill out the Motor Vehicle Transfer Notification (VTR-346). The Texas Department of Transportation will place a notation on the motor vehicle record showing that the vehicle has been transferred once they receive the VTR-346.
