I see the October 28, 2004, revision of the DTDs is available but as of today, both grants and applications are still referencing September 27, 2004. Whats up?
A The revision date of a DTD does not correspond to its introduction into production. Once revised, it is sent to the contractor with whom we then negotiate an implementation date.
