I recently transplanted sunflowers in my yard and my garderner went over them with his lawn mower. Can the stem regrow leaves and maybe even a flower?

If there is a leaf joint left after the mower removed the rest, it could send up a new stem from that point. If not, you are out of luck. You will know in few days.
