It is important to understand that the need and purpose statement for this project, as required by federal regulations, specifically states that any alternative chosen must address the identified criteria: improve mobility options, create safer travel conditions, better manage and improve traffic congestion, and maintain or improve system linkages. Simply put, no alternative will secure approval from the Federal Highway Administration if it doesn’t address these criteria.
