I received funding under the Municipal Rural Infrastructure Fund (MRIF) Top-up in Ontario from the federal government. Can I use both my MRIF funding and my BCF-CC funding for the same project?
A. The combination of funding from various programs for one project is called stacking. According to the Building Canada Fund Communities Component Agreement, the federal government will allow stacking up to 50% of eligible costs from most federal funding programs. One program that is allowed to be stacked against BCF-CC is the Federal Gas Tax. However, some federal programs such as MRIF will not allow you to stack against other funding programs. Communities with approved MRIF Ontario Top-up projects, that are approved for funding under the Communities Component of the Building Canada Fund, for the same project, must formally withdraw from MRIF to receive BCF-CC funding. Municipalities are encouraged to contact their federal analyst to discuss further. A municipality may be able to received funding from both, if there are any portions of the project that fall under the MRIF project scope, but not the BCF application.
