I purchased Blastwave FX libraries for my organization/company. How many people are allowed to access without any additional licensing required?

Short answer: two (2) people maximum. Without proper licensing from Blastwave FX, YOU CANNOT ALLOW THREE (3) or more people in the same location and/or different locations to access the Blastwave FX products, whether the products have been copied to a computer server or hard drive, without prior multi-user licensing and consent from Blastwave FX. This is reflected in the Blastwave FX User License Agreement.
