I get this all the time, Im guessing your probably a girl who thinks that her legs are too big. I don’t mean to offend you if I have. Anyway in theory you could lose the muscle in your legs by restricting your calorie intake and your body will eat up some muscle. In my experience though the girls that I have trained with your problem ( although they did have well developed quadriceps and calf muscles) that most of the girth was from fat. Girls tend to have more fat on thier legs than men and when you have better developed quads and claves it just adds to the size. I would try to lose the fat with good diet and exercise first and if you do really have just huge leg muscles, then be proud of your above average fitness and anyone who doesn’t like that is jealous.
