I own and operate a natural public swimming area which consists of a shallow 1/2 acre pond. Since we use the entire pond for swimming do I still need ropes and buoys along the banks?

That depends. If you allow other aquatic activities such as paddle boating or canoeing to take place within the pond, then the area designated for swimming must be clearly defined as a separate swimmers only area. If swimming is the sole activity and the area is completely enclosed by a natural barrier, then ropes, buoys, or other delineations are not required.
