Yes, that’s correct. There is a subtle image quality loss (slight smoothing) caused by the video codec’s compression. This effect appears even when you use a 100% quality index or a very high bitrate to encode your mpegs, so it’s incorrigible. But this smoothing (or unsharpness) is only noticeable or manifested in some videoclips. Video with much dark colors hide it very well but clips with bright to medium-bright colored content reveal it. Extremely bright colors often hide the effect as well due to glaring. I have heard from some sources that the older ms-mpeg4v2 codec produces a higher quality video at very high bitrates than the ms-mpeg4v3 codec does. However, I have not tested this, so do your own experiments 😎 ! Also, in my humble opinion, it appears that the older mpeg4v3 codec has no image-quality improvements over the newest wmv7 codec.
