I noticed that the new On-Screen Guide includes an icon with an R on it, with the description, “Set a Recording”. Does this mean that I can now record programs on my digital cable receiver?

If you have a Digital Video Recorder (DVR), you can record programs to your digital cable receiver hard drive. If not, then this icon may be used to record a program to your VCR.
