I need to confirm 100% that once I have the Maltese Residency stamped into my passport I can move around within the Shengen States without a Shengen Visa?
This was the answer from the Maltese Authorities: The Residence Certificate issued in your respect by the Commissioner of Inland Revenue (CIR) to confirm that you may reside in Malta on a permanent basis needs to be reflected in your passport. This is done by the issue of a uniform residence permit (URP) in your respect which is then affixed in your passport. This URP allows you to visit countries in the Shengen Area without the need of a Shengen visa.
