First, check to make sure that the card you used for the purchase is one that you have registered with the Capital One Verified by Visa service. Second, determine whether the merchant is a participating online merchant. The merchant must be participating in the Verified by Visa service in order for the window to appear. If the merchant is participating and you are using the right card, contact customer service.
