You are a student of Maharshi Dayanand University (MDU), Rohtak. You can change your college after 1st semester if the college in which you want admission is affiliated to MDU. As all the seats in colleges are filled as per allotted quota, you have to find a vacant seat in the college you want to shift to and get admission there. You need a Transfer Certificate (TC) from your present college. I think you should better continue your study in the present college as you can get TC only after paying the required fee as per there rules and have to pay all the fees again to the new college again.
