I live just outside the proposed cordon area. How can motorists be prevented from leaving their cars outside my house, when they park out-with the cordon, then take the bus into town?

Congestion charging cordon entry points will generally, for the inner cordon, be inside the controlled parking area, and for an outer cordon, will be either at the city bypass or close to the outskirts of the city. If necessary, areas of controlled on-street parking will be extended to ensure that resident’s parking has priority. Care will be taken to deter motorists from parking in areas immediately out-with any cordon boundary and then either travelling by bus or walking into the city centre. Those motorists who do want to park-and-ride will be able to use the formal park-and-ride schemes which will have been established and paid for by the congestion charging money.
