Not easily. The rear carrier is supported inside the passenger side rear quarter panel with factory installed gusseting and bracketry that is welded in place. The tailgate is more easily modified to accept the carrier as all of the additional hardware is simply bolted on. Some enterprising owners have fabricated their own external spare tire carrier that does not require the internal gusseting in the rear quarter panel. Now if your question is the opposite and you DONT like the rear carrier and wish to remove it, then you are in luck. Removing it is no problem but will require some bodywork on the tailgate and the rear quarter panel to fill in the original mounting holes. Oh, and some consideration might be given as to where the spare might be stored after the removal is complete.
