This is because the coating, which contains some low levels of water sensitive components necessary to maintain stability in the can, leach out when exposed to the rain. These water sensitive components have a slightly negative effect on adhesion. With them removed from the coating, and specifically at the coating/substrate interface, the adhesion values increase.
