When the library subscribes to an online database of journals, it signs a contract with the database provider, which may override the provisions of the Copyright Act. If you want to reproduce an article from an online journal, contact your liaison librarian to find out what the terms of the contract are. If they are unfavourable, try linking to the article, or get the library to supply a hard copy of the article for copying.
