I know about General Letter 71 that is issued through DAS but does DOIT have similar purchasing guidelines?
A. The delegated authority under General Letter #71 includes DOIT products/services. Since the latest issuance of General Letter #71 (November 2002) a number of questions surrounding information technology purchases have come up relating to General Letter #71 (i.e., ITAR process, DOIT Master Agreements, IT consultants, etc). For further information contact DOIT Contracts & Purchasing at 860-622-2537. Consistent with DAS, General Letter #71 may be used only in instances when a DAS or DOIT contract or agreement does not exist for the goods and/or services being acquired. Q. My agency issues requests for proposals (RFP’s) for consulting services that result in Personal Service Agreements (PSA’s). As stated in General Letter 71(h), is it necessary to request written authority from DAS to issue an RFP that will result in a PSA? A. Pursuant to General Letter #71 section (h), agencies may not issue RFP’s to make purchases unless previously so authorized in writing by DAS or DOIT for each part
