When you make offers, they are stored in a database so that when something happens such as the seller selling the item to someone else, you are automatically notified of the situation, so that the seller does not have to inform every single person who has made an offer separately. The same thing happens when someone deletes a listing or an offer. Also, the offers database makes it possible to keep track of the highest offers.
