There are several newsgroups devoted exclusively to discussion of the WWW. For an overview of those groups see the HTML version of Thomas Boutell’s FAQ list or the plain text version (in one of the comp.infosystems.www newsgroups or in an archive of news.answers postings such as at ). There are many online resources about HTML. I think Library of Congress’s HTML resource page is excellent.
