I just received tiny petunia plugs which I need to transplant. Should I use potting soil, or a seed starter mixture?

Use a good quality potting soil with some organic material and maybe some slow-release fertilizer. Seed starting soil is particular formulated to encourage mostly root growth. If your seedlings already have roots they should adapt to a well balanced potting soil just fine. Make sure you bury them up to the first leaves and give them a good drink of water afterward.
