I just installed the most recent version of GnuPG and don have a ~/.gnupg/options file. Is this missing from the installation?

No. The ~/.gnupg/options file has been renamed to ~/.gnupg/conf for new installs as of version 1.1.92. If an existing ~/.gnupg/options file is found during an upgrade it will still be used, but this change was required to have a more consistent naming scheme with forthcoming tools.
