Although those functions are normally a DPS responsibility, licensed driver education schools are permitted (in coordination with your local DPS office) to perform those functions for teenage students. You’ll need to check with your local DPS office for their procedures and forms – it is not a TEA function or responsibility. Reference: Section 521.1655 of the Texas Transportation Code. Before you can give a Permit to a student who is 18 years of age or older, you must have a TEA-approved adult classroom course. If you only provide behind-the-wheel training to adults, you are not permitted to give the Permit to them.
