No, not really. The auction for spaces in Argyros is whats called a falling-price auction, and you are only bidding the premium you would pay over and above the $290 annual permit fee. What it means, essentially, is that the auction price — or premium — starts high and keeps dropping until all units are sold or it reaches the minimum premium of $0. Just bid what the parking space is worth to you above the regular permit price. If you bid $50 and the falling-price auction falls below that price, then you will win. If the clock stops on the auction before it reaches $50 (because all of the permits have been spoken for by higher bids), then you will not get a permit to park in Argyros. So bid early (time of bid will be a tie-breaker) and bid what the space is worth to you.
