First, local councils comprise of very knowledgeable individuals; after all we did collectively elect them. To elaborate, very recently Essex County commissioned a background research study on wind power and is in the process of developing planning guidelines. Furthermore, Federal and Provincial government have very comprehensive rules and guidelines in place for wind project development and approval process. These are necessary requirement prior to seeking any Municipal council approvals.
