The government thinks you owe them. That’s the way the system works. When you file a return, you’re essentially saying “no, I don’t owe you… see, I already paid through withholdings and stuff!” So they think you owe them 7 years of back taxes, plus interest. They’re quite upset with you. You need to calm them down, convince them you’re not just an idiot who ignored the requirement to file income taxes, and then find all of your old employers and W2 statements, and file returns for all of those missing years, and then hope they’re in an understanding mood and agree to knock off some of the interest and penalties so you don’t have to mortgage your home to pay the difference.
