Cacti shrink and shrivel naturally during the dry season as their water reserves become depleted. This is perfectly natural and they will quickly return to their previous size when they are watered. Obviously cacti can eventually become so dehydrated they will die, but this is unlikely during the course of a winter unless the plants are very small and/or subject to high temperatures. Seedlings or small plants kept in centrally heated rooms may need the occasional small drink to keep them alive.
