By Notice sent to all law enforcement agencies on April 6, 2004, the Division of Criminal Justice suggested that agencies initiate a replacement program of aged Zylon©-based body armor using state body armor grant funds, and, if received, federal Bulletproof Vest Partnership (BVP) grant funds. Therefore, “Yes” you can use State Body Armor funds to replace Zylon©-based vests even though they are less than five-years old and even though they have not been found by NIJ to be defective.
