Can be genetic, like predisposed to it because other family members get them. Also can come from environment, too much smog, smoke, exposure to outgassing from processed woods, rugs, plastics, inks, cleaning products, copy machines, paint, photographic chemicals, detergents, even cooking with gas has been a link. Also, eating corn products has been shown to contribute to the lost of moisture and tone in skin. Sun screens can do it too as also not getting enough of good sleep, like REM (rapid eye movement). Being in the sun without good eye screens for UV A and B light, use hats and umbrellas to protect face. Stress is another factor, so is plain old aging. Sometimes using good old used tea bags over eyes in a darken room with even a nap can improve the skin and reduce the dark circles. Vitamins A, D, and E also help but if genetic, hard to change your parents.
