I have tried to send a candidate file several times today, but ICON appears to be down. Can I send the eligibility information to the HCTC Program through another means?

No, eligibility information can only be transmitted via ICON. If ICON is unable to process data for over 5 days, the HCTC Program will contact each SWA, inform them of the situation, and give instructions on how to proceed.
