I have set the security on the modules I want to lock out to high, yet I can still access them, what is wrong?

Check to make sure you have the overall unit security set to LOW, the opposite of the modules that you have set to HIGH. Also make sure that you have not already entered your password, this will obviously unlock the security and make all modules available.
