These options are partially implemented in ArcMap at version 8.0.2. Identify, Graphs, and Reports use aliases and number formatting options. Graphs and reports only use them in the final graph or report, not in the user interface for specifying options. Layer symbology has a separate option for formatting labels that appear in the table of contents or legends.
