I have seen polygraph proponents claim that polygraph testing is 95-99% accurate. On what are claims like this based?

The studies purporting to prove accuracy percentage rates in the high nineties to which polygraph proponents refer have not passed the muster of scientific peer review and/or have not been performed under field conditions. Instead, they have largely been conducted by researchers with a vested interest in polygraphy and published in polygraph or law enforcement trade journals.
