As mentioned above, some security programs are configured to query other database about IP address under LACNIC responsibility. Therefore, at that database they will find only generic information about these IP addresses. This does not indicated that LACNIC is the responsible for the spam delivery. You should make a query in the LACNIC database about the IP addresses under its responsibility and that might be the source of these spam messages.
