No. In order to submit your application for the Internship/On-the-Job Training program, you need to provide a copy of valid (at the time of your application) student card and be enrolled in a postsecondary institution in Switzerland. Therefore you cannot apply for a Youth Mobility Program before having started your postsecondary education.
