I have MS Visio 2003 (or Visio 2002) and Charter is not working (there are no default headers or footers on the page that opens and there arent any Charters menus). What is happening?

You probably have set the Visio Security level to High. Charter can only operate if the highest Visio Security level is Medium. At Medium Security levels you will need to enable all macros.
