I have heard that DEAMS will only handle contracts in IAPS and not Research, Development, Test and Evaluation (RDT&E) contracts. When will the requirements for RDT&E funds be developed?
DEAMS will handle RDT&E funds in Increment 1. However, before fielding the system outside of AMC, additional requirements development will be initiated to support Increment 2. Any additional RDT&E requirements can be documented during Increment 2 requirements development. DEAMS will be designed and implemented to account for all types of contracts, not just those currently paid through IAPS. DEAMS will be used to pay and account for miscellaneous payments and non-MOCAS contracts. DEAMS is not intended to replace MOCAS. Payment and collection data related to contracts paid and administered through MOCAS and other payment systems will be interfaced into DEAMS. • If the activity is going to be responsible for obligations, how will the Contracting Writing System (CONWRITE) (or its replacement) interface into DEAMS when a contract is signed, especially when CONWRITE does not have fields for all the elements of a fund cite? The DEAMS team identified CONWRITE as an interface for Increment 2.
