Energy Block Grants were signed into Federal Law by President Bush, but are not available to individuals. However for cities, counties and states is available under certain cirucumstances. All the information can be found in the “US Energy Block Grants” PDF document. State-by-State allocations for the Energy Block Grants can be found at the Energy Efficiency and Conservation Block Grant Program website.
