No… this is the MPEG encoder’s job. Assuming these functions are properly implemented in your standalone player (not all are done correctly), in using a “good” MPEG encoder, the final CDR should play fine. For example, if you have a Philips DVD Player and can not fast forward/rewind your VCDs (MPEG1) you should add a sequence header before every GOP. Panasonic MPEG Encoder doesn’t have that features so you can add it after with a Vitec tool, it will automatically add the missing GOP sequence headers.. You can also demultiplex the MPEG (separate the Audio and the Video stream) with for example TMPGenc or bbmpeg and use “MPEG Sequence Maker” on the video stream (then multiplex back the new video with the audio).
