No. See Eligibility Requirements or Supporting Documents and Application Requirements #4. Until you have received your official Permanent Resident Status documents, you are not eligible to apply to the AIMG Program. Even if you sent in your immigration application and fee, it may take several months before you receive official documentation in which the program requires to process your application.
