The Mayor, or a City Council member. If you do not require help with your quest, you can simply show up in PaxLair and start laying the groundwork for your quest. Many citizens and visitors enjoy this type of spontaneous quest. If you are thinking of running a quest that will alter the history, or the future of PaxLair as a city, you should speak to the Mayor as well.
