Not every popup on a site is necessarily owned by that site. If the ‘allowed’ site displays popups from 3rd parties (ie. popups owned by someone else), those popups will continue to be blocked when the popup blocker is ‘on’. To ensure you see ALL popups on a given site (whether they are owned by the site itself, OR by a 3rd party), turn the popup blocker ‘off’.
