In areas that see substantial snow or ice, a dedicated winter tire, or an all-weather tire which carries the Severe Service Emblem (Peaked Mountain with a snow flake embossed on the sidewall of the tire) which means the tire has surpassed certain government standards for tire performance in harsh winter conditions would be more appropriate.
