You can try using the following band combination: 4,5,3 (RGB). It should improve discrimination of the land/water interface. If roads have a sufficient width and are not obscured by vegetation, it would match your request. The Table below gives some basic clues about the Landsat 7 channels properties. From an image interpretation point of view, it highlights each Landsat ETM feature that can be discerned.
