Yes. Packet Tracer 4.11 offers limited backward-compatibility with Packet Tracer 3.2. When you open Packet Tracer 3.2 files with Packet Tracer 4.11, the only elements imported are the network topology (which includes devices and their links) and configuration files (running and startup config). Nothing else is loaded. Files from older versions (Packet Tracer 3.1) are not officially supported. Files from Packet Tracer 4.0 are supported.
