You may use that cocument to apply for a Schengen tourist visa. Travel documents for stateless persons: Austria, Portugal and Iceland are not parties to the Convention on the Status of Stateless Persons, done at New York on 28 September 1954. They nevertheless consent to their partners affixing the uniform visa to documents issued by the States signatories to the Convention.
