I have a Radeon 9700 Pro graphics card, and yet my fps counter is above 30 the scene is it still stuttering. Why?
It is most likely some driver issue. There is a temporarily solution for this though. Open your Display properties, go to the Settings tab, click on Advanced, click on the Troubleshoot tab, and move the slider one notch to the left. It should fix it. Also future driver releases from ATI should fix this.
